Job description
Facilitates the transition of new products transferred to the Outsource Assembly & Test Supplier (OSAT) & Contract Manufacturing (CM).
Conducts manufacturing readiness audit to ensure OSAT supplier & CM’s quality and manufacturing system meeting production ramp plan for new product introduction.
Review and drive suppliers to meet or exceed all operational KPIs performance goals (Quality, Assembly Yield, Capacity, Cycle time, On-Time-Delivery, Service, Cost and Assembly & Test Technology).
Manage and supervise the OSAT suppliers & CMs in areas such as performing packaging & Module assembly and testing operations of the company products. Also provide technical advice and solutions on manufacturing issues encountered while processing the company products (product dispositions, yield issues, quality issues, deliveries and performance issues).
Work with QA organization, to ensure suppliers established, implemented, maintain effective and adequate FMEA and process controls including, measurement techniques, sampling plan, acceptance criteria and reaction plan (OCAP).
Conduct regular review and analyze supplier critical process / product variation, process capability (CPk), QA gate ppm trend, process/ product inspection data, supplier audit result, customer quality incident trend, to prioritize areas of focus for critical quality improvement in manufacturing process.
Coordinate with supplier on submission of Process Change Control Board (PCCB) horizon report quarterly, ensure all major/minor changes initiated by supplier are being reviewed in PCCB meeting and provide feedback to Product Engineering team to execute change management process through PCN notification to customer in timely manner.
To assess the risk in the supply chain and take appropriate Business Continuity Plan (BCP) mitigation action to minimize the risk of supply or manufacturing interruptions to customer.
Responsible for identifying, executing and demonstrating a realization of cost saving, productivity and quality improvement project internally or externally that could have significant contribution to the organization.
Chair regular business reviews with key suppliers to ensure all key metrics are being met and adequately addressed. Submit regular formalized feedback to the suppliers on their performance.
Being the product owner of the products in production. Lead the product engineering team in yield analysis and hit yield targets as per the yield roadmap. This can be by test program optimization and/or recommend process/design change.

Requirements
Bachelor’s or Master’s Degree in relevant Engineering/Supplier Management background with at least of 15 years of experience in managing subcontractors, preferably semiconductor outsourcing process.
Knowledge of the best practices of supply chain management and strategies in semiconductor manufacturing assembly, module assembly and test engineering processes is a requirement.
Knowledge in application of statistical quality tools essential.
Knowledge of photonic manufacturing will be a plus.
Familiar with Jedec & Telecordia standards and quality management system such as ISO/TS16949, ISO14001.
Strong analytical skill, and has written and verbal communication skills with proven ability to communicate to all levels with both internally and externally stakeholders.
Ability to work in a team environment both as a leader as well as team player contributor.
Comfortable with a high-paced, diverse, multi-cultural, and global environment.
Ability to manage and develop relationship with key business partners.
Must be willing to travel.
