Job description

  • Oversee the entire construction projects and preventive maintenance implementation for major facilities equipment / services. Ensure projects are completed with good quality, timeframe and budget constraints.

  • Plan and coordinate the whole construction process, including hiring contractors and working with engineers, architects and vendors.

  • Negotiate contacts with external parties (vendors, contractors, architects etc.).

  • Securing building permits and licences. Ensure that materials and equipment are safely and timely delivered to the construction sites.

  • Maintenance and upkeep of building structure and facilities systems.

  • Monitor electrical and water utilization.

  • Liaise with local utilities department on electrical supply, installation and other relevant matters.

  • Set up utilities for new production operations or relocation of production line.

  • Lead the monthly electrical energy management meeting.

  • Manage the Environmental, Health & Safety (EHS) system.

  • Lead the Environment Regulatory Compliance Monitoring & Occupational Safety & Health Committee and chair the Environmental Performance Monitoring Committee Monthly Meeting.

Requirements

  • Degree in Building Science, Construction Management, Engineering or related field.

  • 5-10 years of project management experience for facilities in the manufacturing environment and green field factory / building construction projects.

  • EHS background is advantageous.

  • Experienced in ensuring compliance to all regulatory (fire, ISO9001, FDA, pollution control) and internal requirements for the building or facility.

  • Able to handle facility matters related to air handling, water processes, compressed air, utility sources, and EHS issues (hazardous waste, air quality, water discharge, emergency response, fire authority and regulatory reporting, permits and documentation).

  • Preferred: BO-1 up to 33KV Certificate, Fire Safety Manager Certificate, Safety Officer Certificate, Chemical Handling License etc.
